3DS had a Pokémon game and Smash.
If they don't have at least two games of the same caliber i doubt they will be able to even match last year's numbers.
A price cut might do the trick, but i doubt Nintendo will want to lose profits on 3DS when Wii U's holiday periods aren't that great to help compensate that price drop. Specially now that Zelda is pretty much a 2016 title.
