You could be right or badly wrong!Japan is might be the strongest region for handhelds but 3ds has reached almost 19m there,it's at 14m in Europe and almost at 15m in the USA which means that in these places(Which are way bigger markets with greater potential)there is quite bigger room to grow further than in Japan...Using Japan as an indicator for the west has never worked!Also,lets not forget how much new 3ds announcement in 2014 for Japan terribly affected the sales in the west,it speeded up dramatically  the decline,so there were many people who waited New 3ds and will probably buy it this year...

it's too early too doom it while there hasn't been any big game release just for it...

Those who ever present new 3ds as 3ds savior(like me in a way) they are saying it just for Europe and the USA(Where as I aforesaid,there is quite more space for extra growth)3DS wasn't needing a savior in Japan,since it's ahead gba by 2m...

Anyway,New 3ds is doing its job for Japan,flat weeks/yoy up weeks or to be clear selling to some new/late adopters but mainly selling to the existing 3DS owners as the adressable market maybe is nearly reached in Japan...
