I think it might come down to why Miyazaki worked on Bloodborne in the first place. I kind of wondered whether it was maybe he wasn't really feeling like doing a sequel- given those are generally a bit more set in their ways mechanically- and wanted to branch out a little bit. Bloodborne's altered mechanics- with enough tweaks, from what I have heard, to limit the number of potential playstyles as well as increasing the typical pacing of combat- prevented them from just slapping them on 'Dark Souls 3,' as there would have been quite the stream of 'Why you nerf shields?!?!?!"

But sequels are kind of a publisher's bread and butter, given they allow the creation of a title for cheaper than the first iteration, (reusing assets, as it were,) as well as relying on an already established fanbase for sales, and therefore can be quite profitable if successful. If Namco had any form of control over what they published next, (and if nothing else, they could decide where they wanted to invest their money,) they might have favored creating a sequel to From's freshly established franchise over creating something else entirely.

So he kind of got to have his cake and eat it, too; From's B team worked on the sensible sequel that would bring in funding, while Miyazaki and his A team got to go off and make the newer title they had in mind, without being shackled to the original Dark Souls. (Except, naturally, the elements they LIKED from Souls games and decided to bring along. x3 ) Since Sony were providing financial and development assistance, the gamble was on their shoulders, as opposed to Namco's.

Anyway, the point of my spiel is, IF Miyazaki wants to work on a sequel at all, it might come down to whether Dark Souls or Bloodborne interests him more. And if he doesn't want to work on a sequel, and instead make a new IP while the B team handles a sequel, it shall then come down to what publisher offers their funding first, (or, rather, offers the better deal) that will determine any amount of exclusivity.
