Xenoblade Chronicles X could have gotten a downgrade

The wording in the title is... off. Wouldn't it be "may have" instead of "could have?" "Could have" implies that it didn't happen. Like that's not the whole story. "It could have gotten a downgrade, but blah blah stopped it."
