I'm not going to take guesses on software, because it's just going to be crazy.
Your hardware is way too high though, at least for the PS3 in Others. GT5:P only pushed it to 150k, I just can't see GTA4 topping that (by THAT much). I would say 180k tops for PS3 in Others. Others 360 hardware is more reasonable I think. NA hardware is a bit high, but not too much. Remember, Halo 3 only pushed 360 to 125k, so I'd say 150k tops for 360, and maybe something similar for PS3.
Others:
PS3 - 750k/150k
X360 - 600k/100k
NA:
PS3 - 650k/120k
X360 - 1100k/150k
Combined soft PS3 - 1400k
Combined hard PS3 - 270k
Combined soft X360 - 1700k
Combined hard X360 - 250k
This I agree with (hardware wise). Software, it's anyone's guess if you ask me.
