Elite: Dangerous is ludicrously large on Xbox One

Curious about this game as I loved Lylat Wars and space shooters :

Is this going to be f2p or a full game?

How different is it compared to No Man's Sky? And I don't mean the art style, but in terms of gameplay. E.g. Does it allow you explore planets and specie?
