I didn't say they'd already be talking with third parties about the specs. I said that's part of the process. They aren't going to be talking with the third parties about specs until they've already got some solid ideas on all fronts. Right now, they're probably talking with the hardware manufacturing companies - Intel, Nvidia, etc. Both to perhaps feed ideas to those companies for the components, and to get ideas of where those companies are going and expected timeframes for various products.
