But the game still doesn't control Sonic, you do! He wont jump if you don't press the jump button, wont run if you don't press the run button, etc.!

Whut? I have no stakes in whether Sonic is unfair or not. I'm just trying to get to the bottom of what makes something unfair instead of difficult. So far all the reasons given as to why Sonic is unfair can also be said for why it's difficult and I was just pointing that out.
