Because Nintendo's software doesn't have the wide appeal they need, or at least not enough to justify a console purchase.  That's where third parties come in.

There isn't really much evidence that third party games significantly boost Nintendo hardware sales really. The GameCube and Wii U early on had a fair number of big third party IP ... Wii U had COD, Assassin's Creed, Batman, Zombi U, etc. and the launch was still extremely weak.

Sony/MS simply have a strangle hold on the market that games like COD and GTA and Madden NFL appeal to and there's not a lot Nintendo can do about it unless they're willing to waste a ton of money/resources getting into a pissing match with the likes of Microsoft and Sony ... which they're not.

So that's a dead end.

Both of them half assed third party support, only Nintendo consoles that really got third party support were NES and SNES.  If your gonna go for third party support you can't half ass it you have to get almost all of it, consumers have to feel confident that they can buy every game they'll need to on your console.  Remember when Valve shit on the PS3 and said they weren't gonna make games on it?  Sony didn't say w/e we got dozens of other third parties, they kissed ass and got them on the PS3.
