What's your target sales to consider the localisation a success? If your expecting more than 200K outside of Japan then that seems like a very big ask if the historical VGC sales data for Fatal Frame games is anywhere near accurate. Considering these games struggled to gain sales traction on consoles with considerably higher install bases.

100k in the West would be nice. 

I guess I just hope Nintendo isn't expecting big sales and doesn't right it down as a failure for not nearing a million.

If the game is profitable on the Japan release alone then the western sales will be gravy once it makes the, I assume, relatively small localisation costs back. But if they are reliant on western sales to pass the break even point, then 100K might not meet their KPI taking account of the extra cost (albeit minor) of localisation.
