Do you consider only spacial interactions "controlling the game for real"? What about narrative control? 2D puzzle games? Turn based RPGs? Point-and-click titles? What about games like Xenoblade and The Last of Us that focus on a static narrative bound together with spacial interactions? Are those inherently worse than something with no narrative focus at all? What about others like Dear Esther that have no gameplay or story end goals, but have full spacial interactivity?

The actual (objective) definition for 'video games' doesn't exclude any of these. Even a game that's literally 100% QTE's fits within the definition. You're free to add your own sub-condition for what you believe does and doesn't count as 'actual gaming', but ultimately they're just personal additions, not universal absolutes.
