games that take advantage of a systems capabilities to do things that could not be achieved on previous generation hardware and not just port or upress last gen games as if they where new gen games.

So... games like Infamous Second Son, Dying Light and Bloodborne then?

any of those could be done on 360 or PS3

Dying light was supposed to come out on those platforms but was canceled and I presume it was because of resource restrictions.
