Ah sorry.
The only reason I mentioned Battletoads is Phil spencer mentioned he was fine with seeing rare characters in SSB games.
Unfortunately the ghosts and goblins franchise is owned by capcom so Sir Arthur isn't Nintendo, though capcom does obviously allow characters in SSB.
