Congratulations on picking the two most obviously-bad examples. Watch Dogs was clearly perfect for Wii U, and yet no effort was made to design anything for the Wii U - the tablet was nothing more than a map, in a game about hacking! And it was delayed 6 months, and given no advertising whatsoever.
As for CoD, are you surprised that a game that lacked basic functionality that has been in all of the other versions of CoD titles for five years struggled, when most advertising for the games didn't even mention the Wii U version, or hid the Wii U version in a fine-print note? That didn't have the FREE DLC made available to the other versions?
At the very least try to choose a game that had some effort put into it, if you want to challenge the suggestion that a GTA developed properly for the Wii U would sell well. Oh, right, you can't name any, because third parties assume that Wii U versions will sell poorly, and thus, through self-fulfilling prophecy (because why would you put effort into a game you didn't think would sell well), produce versions that sell poorly.
