afaik all rumors point to Fiji (390/390X) being 28nm, as TSMCs 20nm process isn't reliable enough for gigantic chips like that and additionally Apple has booked most of their production capacities

in my opinion the step from 1440p to 4k isn't a big visual change, but it needs a lot higher processsing power - for 1440p the 290X and the 980 are good enough to reliably push fps to 60+ especially once games use DX12 and Vulkan (still recommend a G-Synch or Adaptive/FreeSynch monitor as 120/144 fps probably won't happen in the forseeable), but the Titan X and 390X might not be enough to display games at 4k with all bells and whistles at reliably high framerates
I think these super high end cards are more interesting if you want to jump into VR where every bit of power is necessary, although that's a field dual GPU/dual graphics cards set-ups might really come into it's own in
