Wii U needs some heavy hitters to get sales up in Japan, and if you haven't noticed, Animal Crossing is huge in Japan

Wii U is a lost cause in Japan. If it was going to rebound there Mario Kart 8 and Smash would've done it. 

Animal Crossing didn't even sell that great on the Wii in Japan. 

They like Animal Crossing ... but on handhelds. Not on console. Same goes with things like Monster Hunter. 

Nintendo is just playing out the string on the Wii U in Japan, I think they know full well it's going to be their lowest selling console there. 

You think it's not possible for Wii U to sell 1.8 million more in japan?
