I would assume that these other countries aren't as wealthy as NA, EU, and JP.  Therefore, you will likely see a larger spike towards the end of a console generation for the rest of the world than at the beginning.  Another factor would be the huge success of the Wii and the lackluster performance for the Wii U for these two numbers to be fairly close.  

My proof that the rest of the world sells better for consoles at the end of the generation is shown with the PS3, XB360, and Wii sales over the PS4, XB1, and Wii U respectively.

Yes, there are many possible ways these numbers are what they are, most probably they come from some statistical calculations from ioi:s personal database. I have never seen them explained or even discussed, but I could easily have missed the explanation.

 

EDIT: Put these percentages in order and you will see that Sony is on top and Nintendo is in the bottom. 3DS, at least, should sell OK outside NA/EU/JP, I would guess better than PS Vita.

 

PS3: 26.4%

PS Vita: 21.1%

PS4: 20.8%

XB360: 14.6%

XB1: 11.74%

3DS: 7.65%

Wii: 7.1%

Wii U: 6.9%

Ioi have explained the method to guesstimate row numbers.

 

Uses  difference from major regions from total, user accounts on the likes of psn, several correction factors, etc. Quite complex.

 

But PlayStation > Xbox > ninty in row is also a factor of presence, brand loyalty/image... Sony release ww, ms a little less because of their focus and ninty is the smaller because of issues with distribution coverage (not having the capilarity of eletronis, movies and os distributors).
