PC games run a pretty wide chasm of hardware configs, so yeah.
The main issue Nintendo may have is how to get eDRAM (or perhaps stacked RAM?) in a portable device. Mobile RAM is simply quite slow. But they already have 10MB eDRAM in the New 3DS, if they could match the 32MB eDRAM on the Wii U .... yeah, it's on like Donkey Kong.
