Nowhere near comparable.

1. Its most likely only japan (they done this beforewith games).

2. The Price is equivalent to $45 but with the other game as DLC its $15. Total is $60. 

3. They aren't exact copies off each other, you can literally say they both are completely different games.

4. Lots of HH games in Japan go for ¥6000-¥7000 anyway, especially JRPGs.

2. Has that been confirmed? we don't know yet as far as I know, and either way what KingdomHeartsFan says it's true. Assuming there are no physical deals for both games (meaning it's only throw DLC) then some people will have to buy an extra SD card.

3. Wrong. Nintendo words from the direct: (not literal but close) "The world and the characters are the same, the Hoshiro path is like a traditional FE game, and the Norh path has a slightly (emphasis here) more complex story and more challenging." Nothing else was said. Sure, battles will be completely different, but that's probably it.

I highly doubt Nintendo will pull this shit on the West, the backslash will be HUGE.
