From what it seems, there might have been quite the change during development that is major enough that Nintendo does not want the public to see the WIP of the project so far. What that change is, I suppose we'll see when the game is shown off again. That is really the only reason I can think of for Zelda not being at E3 (and the delay as well) despite the show last year.
