I suppose it could , if the games arrive and not just remasters, But the like of Batman and the Witcher 3 will create some sales.Also if it continues to keep creeping up in sale numbers in Japan like it has the past few weeks it surely will.
I did think the Wii U was going to hold on to Japan as the top 8th gen console six months ago ,but with the Mobile and NX announcement from Nintendo ( which is not known to be a console or not,The word console was not used in the announcement ) ,the chances are PS4 will reach the goal you set. But UK and American gamers are coming around to XBOX One and they could steal the limelight . We just have to wait till E3 to see who announces what.
