Typically, the majority of anime characters look caucasian and with various hair colors. Do any of the characters in Naruto look asian? No. I guess they're tired of asian looking people and black hair. They want some variety. So they change it for anime. It's made by japanese and for japanese. It makes sense for live a action film to have actual japanese in it.

Yes. They're Asian but are drawn certain ways to appeal to both Asian and Western audiences. The characters in Naruto all have Japanese names as well. Everything from clothing, sittings etc is Asian in Naruto. Killer Bee is an exception.
