Well its not like Nintendo hasn't outsourced their ip to other developers other than that. Capcom developed Zelda titles for Gameboy Color and Gameboy Advance, Sega developed F-Zero on Gamecube, Namco developed Star Fox on Gamecube and Heavily assisted on the most recent Smash Bros, Koei-Tecmo was able to make two crossover games based on Nintendo ip, Pokemon Conquest & Hyrule Warriors so Nintendo does have a pretty good history of lending out their ip.

I just think that Nintendo wants to lay the groundwork on the direction they want their games to take for mobile. Once they have built a foundation and created a successful formula for mobile games then they will feel more comfortable letting other developers work on their games.

If I'm not mistaken everything you listed is post CDi.  I could be wrong but it seemed like with Phillips it was a hands off licensing deal,  Since then I think they have kept a closer eye on their IP when in the hands of others.
