I suppose if it is annual, you should have 3 devs. commit to the same series; one dev. making the game that year, and the other developing the other two. That way, each dev has 3 three years of dev. time for the same game. Here's hoping though Black Ops III doesn't buck Call of Duty's recent upward trend.
