They technically are $15 DLC/whatever you want to call them, but they are $15 DLC for multiple games. Each game may be very limited (costumes in MK8, 8bit Toads, etc..) so even if you don't get them, it doesn't affect gameplay. In Steam, these characters are just extras so I don't see how these disk locked characters are such a big deal..
They are basically a one time purchase for games that are supported now and for games in the future.. And these games are not exclusively Nintendo IP games so basically, amiibos are $1 DLC for 15 different games and you get a figurine as well.
