It defenitly is, without speaking the language I will never even consider an immigrant integrated in our society neither respecting it if theu don't (try to) speak it within 2 years, nor would I hire him, or give him the right to vote. But that is my racist opinion, luckily in the Netherlands these days you can't be really ilegal anymore or at least it isn't a crime anymore.
