Actually I just had this experience with an anime called "Bus Gamer", so annoying when you know you'll never see the end of the story.

Far as games go, the only sequel I've always wanted and never gotten was Earth Bound (yes I know about Mother 3, but my Japanese sucks), and that was not really an issue of finishing the story.
