No, I am certain the HD 4870 is not in the Wii U for the sole reason that the Wii U has very low power consumption. In fact, the guys who came up with the 350 gigaflop upper estimate make a good argument, assuming that there weren't major modifications to the GPU (which there was much they didn't know.) Nevertheless, you were claiming 350 gflops as official, and it is not, nor are we certain that it is true. There are other reports that the Wii U's GPU is comparable to an  HD 4670, based off pictures of it. That would mean something from 380 gflops as a lower limit to 550 gflops as an upper limit (rather than the 180 gflops-350gflops that is commonly cited). Which doesn't sound like a lot, but it is double the PS3 GPU's floating point performance, if we are going to use linear scales. And again this is all theoretical performance, which says very little about real-world performance.

I'm sorry I just can't agree that its 380 to 550 because even an HD4670 in a notebook can play low level games at 1080p and 60 fps. The Wii U does not.

Super Smash Bros U runs at 1080p 60fps, and I'd say it is would qualify as your "low level" game.

An HD 4670 can't even run Skyrim at 720p 60fps.
