Your shallow RAM comparison show little understanding of how things works. Wii U's RAM memory works as a whole with the edram.

Oh it can if the game is designed in a way that you're supposed to have a certain amount of objects on the screen, and they're forced to remove some, it would be a different experience. And even effects and small details can impact the atmosphere greatly. And no, you can't always just scale things down. If that were true, we wouldn't have different versions of games with different draw distance and amount of objects, enemies or effects shown on screen. But we certainly do, even among consoles with similar power.
Here are some examples. Not ones that neccisarily impact the experience, but examples of missing assets in the WiiU version, rather than just toned down/lowered resolution:


So even on top of lower resolution, less details and lighting, there's also waaaaay way less rain in the WiiU version than the PS4 version. It's not just toned down versions of the raindrops. They're simply not there. Nor is the effect of the rain bouncing on the pirate's head. And there are waaaay way less leaves, branches and twigs on the Wii U trees compared to the ones on PS4. And this is from a title that was designed from the ground up to suit both last gen and current gen. So the differences are not going to be significant. This problem becomes a lot bigger if a game is made purely for PS4 and XBO, and makes full use of their capabilities. Then it's not just going to be less vegetation or rain. And that's one reason why devs don't bother converting those games to WiiU, along with its install base. Everyone knows that's not true? Actually that is what pretty much everyone cites as the reason for the missing WiiU versions of most games. Articles commonly state the same thing. “So, these larger studios had a choice. Would they develop a port of an existing game to a console with limited capabilities and limited market penetration? Or put their teams to work on developing new features and concepts for the “real” next-gen consoles that were going to be launched that year? When you look at it this way, the choice isn’t that hard.”
I'd like to hear your theory though. Because third party support dropped drastically long before XBO passed WiiU in sales. As for the RAM, no that's why I said nearly tenfold. GDDR5 outperforms GDDR3 by much more than 2:1.

So if I hadn't accounted for differences, I would have said more than twentyfold.

Your AC 4 example only proves my point. There's nothing missing besides rain, wich is because of lacking effort since many wii u games are superior than the ps4 version of AC 4.
Yes, everyone knows the real reason why games skips wii u (it's not hardware), even the ones who say otherwise.
