No it's not. The top selling Dragon Quest is DQIX. From SE's perspective, as a profit seeking business, it would make most sense to choose to develop for the platform with the lowest development costs and the most reward. That is the 3DS. A Wii U or PS4 port would just be icing on the cake. Wii U is more likely, because NIntendo publishes DQ games in the West if they're exclusives. Meaning SE saves publishing costs in the West as well. A PS4 game would have ten times the budget and probably half the sales as a 3DS release. A Wii U game probably something like five times the cost and a quarter of the sales.

I see the 3DS game having DQVIII level graphics, which Japanese gamers are plenty happy with.

The series hasn't moved from the graphical level of DQ 8, it needs a visual refresh. Dragon quest 9 wasn't the top selling because of visuals, it was because of DS. A 3ds main entry makes sense but they should focus on a home console entry first.

Why? The series sells despite the poor DS graphics, I never said it sold because of them. It's quite obvious that DQ fans don't care about the graphics, otherwise DQIX wouldn't have been the best selling DQ on hardware two generations behind what was present at that point, and which was a graphical downgrade from the PS2 game before it.
