No it was confirmed that Horii wants to play it on the big screen. Which, if anything, implies a console port of the handheld game. Where did you see anything about the game looking like CGI in DQH (by the way such a thing is impossible on the PS4 as well. ;) )

When the topic of Dragon Quest‘s future came up, Horii said development of Dragon Quest XI is advancing towards the series’ 30th anniversary, which is in 2016. And again, your quote says nothing of the platform the game will be on. In the context of your quote he was specifically asked about DQ11. Remember, in Japan, DQ Heroes is releasing on the PS3 as well. Most Japanese gamers who own a PS3 likely also own a 3DS. Again, you are the one making faulty conclusions based on speculation and then get all excited when nobody buys your claims as prophecy.
