Nintendo knows its a waste of resources.
MMOs don't do well on consoles
Dragon Quest doesn't do well in the west
Dragon Quest are text heavy games that demands a lof of workforce, time and money to be localized.
For what its worth Dragon Quest IX came out on the second best selling system of all time, and it barely sold over 1m in the west, DQX has barely sold a million in Japan, how much would it sell on the west?
It's not worth it.
