If my memory doesn't fail me Squall's limit breaks depend on the weapon he's using so I don't see why he couldn't get it.

That's the most efficient way to beat the game. If you don't like it blame the developer for making the game the way they did. If they wanted the player to fight enemies it was as easy as rewarding the player for doing so. But instead they decided to punish the player for killing enemies.

Yeah, you need to upgrade Squall's weapon to get the other limit breaks. It's pretty much the only weapon upgrade that matters.

And I can see your point, but I wouldn't say it's THE most efficient way of beating the game. By using Mug (plus a little exploring), I actually managed to find all the items for Squall's Lionheart without even noticing it, for example =P

But it's actually one of the many ways of breaking the game, yes.

Low level run is the best because enemies level up when you do and they get way better stat gains nor they're limited to 9999HP like your characters.

The only reason to level up is to defeat Omega Weapon who is always level 100, and to get the most of your level ups you need to equip the Strength+1 etc when level up abilities which you don't get until late in the game, and to get the most level ups with them equipped you need to stay at low level until you get all four of them (and a way to equip 4 abilities at the same time).
