If my memory doesn't fail me Squall's limit breaks depend on the weapon he's using so I don't see why he couldn't get it.
That's the most efficient way to beat the game. If you don't like it blame the developer for making the game the way they did. If they wanted the player to fight enemies it was as easy as rewarding the player for doing so. But instead they decided to punish the player for killing enemies.
