I think he's referring to the ratio by which the PS4 outsells the XBOne. Nothing is indiciating the rate by which the PS4 is outselling the XBOne will decrease, so just extrapolating from current data, the gap by the time the PS4 reaches 80M should be more than 23M. So what will make the XBOne "reduce the gap" to 23M (I guess that's what he should have said; "reduce" not "close")?
