They did both. But Metroid games are about isolation, voice acting has no place in that.
Ironically they got one of the best female voice actors for the Metroid Prime Trilogy, but used a nobody for Metroid: Other M.
To be fair Metroid Fusion also gave Samus a voice, but much more limited and better (inner monologues during elevator rides). I'd be ok with future Metroid games having such voice acting.
