Ubisoft Estimates that 28 Million xb1+ps4 have been sold till the end of 2014, it predicts 56 Million By End of 2015!

Didn't The PS4 sell over 18.5 million by that time? That would mean that the Xbox 1 sold about 9.5 million, which by all other sources seems too low. I feel like Ubisoft is a good bit off on this.
