I agree. Some of Tim Drake's accomplishments:
Running Wayne Enterprises while Bruce was "on vacation" (presumed dead)
Formed Young Justice (dispite what the cartoon would have you believe)
Discovered the identity of Batman and the original Robin through his detective work alone
Trained with one of the deadliest assassins alive (Lady Shiva)
Single handedly protected Gotham for a while when Bruce Wayne retired after the events in Nightfall
Is the second person Ras Al Ghul has ever refered to as "the detective" (the first being Bruce Wayne)
Took the Robin mantle and rose the status of it from just a sidekick role to solo hero who was in charge of protecting Gotham Heights (granted Dick Grayson formed Teen Titans, but it was a group effort, not a solo venture)
