Why did Sony choose to target the casual market instead of the core gamer with the PlayStation Vita?

I see the Plystation Phone succeeding because it would offer something that no other manufacture or OS is offering. Sony's phones are already the best on the market, but they still lack the factor that will pull people away from upgrading there Apple or Samsung every two years.

With current 3rd party support i don't see how it will success a lot of people though playstation tv would be a cuccess because it's offer something other micro-console don't have but it failed in the end
