Why did Sony choose to target the casual market instead of the core gamer with the PlayStation Vita?

There's a lot of exemple of hybrid consoles doing bad n-gage and ouya are the most known exemple

Just like their are a lot of examples of failed motion controllers pre-Wii and a ton of failed MP3 players pre-iPod.
