Why did Sony choose to target the casual market instead of the core gamer with the PlayStation Vita?

I hate the mentality that one company failed over a decade ago so that means no company could ever be successful with a similar device. By that logic, Wii and motion controls never could have possibly succeeded because multiple other companies had tried and failed to make a successful motion controller or that Oculus Rift is destined to fail because Virtual Boy failed.
