Well not from the very start, ofcourse. You have to get to the city first.

At least that's the impression I got from the video and translation.

During the video, at 18:30 the translation says:

• Elma: "Doll is not something anyone can handle"
• Noppon: "Is that so?"
• Elma: "Dolls can only be used by selected BLADE  members who have acquired the license. I hope I'll get my own Doll one day"

My guess is that we'll have to deal with the first continent by foot and, once the missions ask us to explore the other ones, we'll be able to get the training and then use the Dolls. But so far it's only a guess.
