It's not ridiculous for a specific set of fan works, like fan trailers, fan art, and fan made animations.  It is ridiculous for Reviews, Parody, and Journalism, which are the very definitions of fair use.  And they have given grief over some of those and their program seems to be targeting those groups as well.   Also a 60/40 split in revenue is pretty skimpy.  90/10 would be far more reasonable and more in line with expectations.
