Because zombi U isns't at 1million + and was far from having a low budget, and hyrule warrior which we know is above 1 million isn't a launch title. So you got me confuse here.

zombi u is the million seller (will be soon enough) and is low budget. ubisoft's mismanagement is irrelevant, if we disconsider the cost for changing killer freaks into zombi u, it's low budget.
