If you mean the game service as opposed to the online functionality aspect, they do, it's called eShop and VC. You buy the games and get to keep them.
If it's online functionality like with X1 and PS4.. paying for online functionality is complete BS and never should have started.
Gotta figure out how to set these up lol.
