4v4 was likely chosen given the map scales and what was tested to be the most exciting number of players, or could be the max given performance considerations.

Including bots could make sense but other games don't make use of bots (such as League) and work perfectly fine without it. There would need to be an interface made by a game hoster (which they possibly want to avoid) for something which is unnecessary for many successful games today.

And with more development time, they could find map scales that could be just as exciting for 3 vs 3 matches or lower. And stop comparing Splatoon to a MOBA game. Titanfall, a shooter, has bots for its online multiplayer. 

Nintendo is trying to position Splatoon as their next Mario Kart and Smash Bro. They should put as much effort in making it as appealing as possible especially when its genre is highly competitive. This means having just as many modes as other online shooters in the market.
