It's because it makes things simple and a full graphics menu would probably make the console experience less optimised. It also may be confusing for many users who don't know what the difference between AA, FXAA, MSAA, or SSAO, HBAO+ etc. At that point you may aswell go PC.

The user who doesn't know about graphics shouldn't care about fps anyway.

You always have presets in graphics options for the less experienced anyway.


Being able to tell the difference between 30/60 and deciding you like 60 better doesn't mean you know what SSAO is.
