Yes it does.  20nm APU's are doable now and they take up less room and use less power.  Less power means less expensive cooling, smaller and cheaper Power Supplies, and a much smaller overall package to ship.  These are big savings and the PS4 is already cheaper than the Xbox One to produce.

Most of their money comes from people paying for PS+ and games.  The more people that have a PS4 the more money they make.  Breaking even at $300 will make them a ton of money.

I thought AMD/Global Foundries was going to use 14nm FINFET process this year.

That's more 2016.  AMD said they are going to use the 20nm now on consoles first.
