PS4 for sure is capable of 4K for all mediums. As you said, the Trine devs stated that they could run at 4K/30fps per this artical:

I honestly don't get why Sony is holding back 4K on PS4. It is only hurting them. They could be selling and renting 4K movies to every 4K consumer on the market via Playstation Video. Instead they are again letting everyone take the spotlight on somthing that they have had for years, but refuse to release to the public.
Stop hate, let others live the life they were given. Everyone has their problems, and no one should have to feel ashamed for the way they were born. Be proud of who you are, encourage others to be proud of themselves. Learn, research, absorb everything around you. Nothing is meaningless, a purpose is placed on everything no matter how you perceive it. Discover how to love, and share that love with everything that you encounter.
