The only reasonable explanation is that the 2m are for all countries that aren't grouped in either NA or EU. Japan alone is definitely shy of 500k. |

Wikipedia has those 2m as "Asia & Pacific" not only Japan numbers, seems like you're right.
Edit: Yup, IGN agrees, they said it sold a total of 450k in Japan.
